lg 28cz10rx standby/electrical fault

hi my problematic lg tv which is now about 3 years old, has another fault. It sounds like it's quickly switching between standby and on , a kind of clicking sound. If it does it while i'm watching it i see a thin grey band appear across the screen. It also makes the sound while the tv is on standby, which is scary as i'm worried about it developing an electrical fault/fire so it has to be turned right off now.

any ideas what this could be or any experience of it on your tv's??
i can't really afford to have it dragged away to be fixed.
