How can I fix RCA TV F35100ST Chassis CTC169BG2 B+ Low

I am fixing one RCA Tv Model: F35100ST Chassis CTC 169BG2. The problem is: The B+ supost be 143.00 volts +- 0.5volts. It just have 130.00 voltas making the picture little smal and unstable color. I replaced that CI - TEA2261 regulater some electrolitics capacitors, I tried ajust but not get 140 volts. I'm waiting some help. Thank you

try replacing 3 capacitors around that ic tea2261.15u/39u/2.2u or 4.7u.usually b+ goes high though.but these go bad always.
