Help with Kenwood RXD-402

Hi everybody, I was wondering if anybody could help me. I've been given the above integrated hi-fi to look at. It all works fine except the cd player that will not play cd's. I've had it to bits and cleaned the lens but still nowt. I don't think this is the problem and the laser seems to be working. The problem is the spindle motor doesn't move at all. I've changed this part but it still doesn't move. I've got the service manual but it seems that it isn't changing the voltage on the spindle voltage lines. Could anyone give me any ideas/possible things to look at as i'm stumped now. The service manual is located here
