Hitachi 50UX58B C707 and E994 fuse help

My 50" Hitachi big screen quit working and I've read to find if the C707 is cracked or blown. I found the C707 with the blue cap and it seems fine but there is a larger "thing" right next to it that has "looks like it has a hardened glue substance over it" a crack through the hardened substance. What do I replace and how do I do it? Also, the E994 looks fine but i'm not a TV guru. I just need to know if that hardened substance that's cracked is what needs to be replaced.
