Toshiba CF3072B Ringing Noise

Hi I have a Toshiba CF3072B Chassis#9231. When powered on there is a CLICK then it makes a sick ringing sound. If left on it blows a 1.25 amp fuse toward front of board(main power fuse is about 6 inches away). Sorry I don't know the fuse location, but it is a friends tv and I'am going on memory.Will H.O.T. cause this failure or maybe the Flyback? Any help would be great. Thanks Brad
