Samsung/Samtron 55V 15" monitor, turns off after few mi

I have this Samsung/Samtron 55V 15" monitor. It turns itself off after few minutes. The indicator LED also goes off.

After switching it OFF and then ON from the monitor power button it comes on again, but then after few minutes it turns itself off.

Removing the power cord and inserting it back has no effect, it remains OFF.

On inspection IC 9302 (7pin) has few dry solder type joints. The problem persist after doing the good soldering and replacing the IC too. This IC's heatsink is also getting too hot I think.
