Not too familiar with RTU's, but I do know that in industrial applications, the "interface" section tends to be more susceptible due to constant exposure to outside data and possible spikes/surges.

thanks, well in my case the "interface" is my digital input card, i did replaced it with a spare card but its still d same, when i replaced the main rtu board it worked fine, so now i have to find out which part of the main rtu board must be checked, ive noticed 8 optoisolators in the input ckt block of the board, and the outputs of those optoisolators are connected to some digital IC's i need help in analyzing where to start my repair thanks

Without documentation or knowing the symptoms I am not aware of any magical way to determine a cause in any feedback loop/control circuit.
Depending on the problem you may have signal or drive issues for a single or multiple devices? Perhaps some voltage readings &/or monitoring communication lines during operation may reveal a clue. You mentioned optoisolators; they are generally reliable but can &will cause problems in any circuit.
While I have always prefered component-level t-shooting and the culprit on the board may be a simple device, unless you are set up with test jigs/prints for simulation, it can be rather unproductive & simply not worth the time. The Dud/exchange program instituted by some brands are the direct result.
