Hi, I'm new!..

I've got a Panasonic TX-21S1T telly..

UK version..

When I switch on or off the chassis gets charged and I receive a nice static shock!!

OW!..
The ariel screen is earthed, yet it is the plastic body (coated in silver paint) that holds the charge.

Hi!
I remember a Goodmans t.v recently with a recall notice but unfortunately can't remember the model number. The problem was as you describe. As the set began to age the silver paint changed to a conductive state producing a shock hazard. The recall notice urged users with certain serial numbers to contact the dealer to have the set replaced.
Just in case similar paint/manufacture I would recommend you contact Panasonic at the earliest opportunity to be on the safe side.

I knew I saw the recall notice. I pasted it below.

For your attention: ELECTRIC SHOCKS FROM NEW TELEVISIONS! A number of people have received mild electric shocks from televisions; in all cases they were the new silver finish type. SONY are aware of the problem on models KV-29 LS30E; KV-29 LS30K; KV-29 LS30U, also Toshiba 15v11b and a Goodmans W282NS, and the owners have been advised to return them under recall. On some of these models you could measure a reading of several Kohms across different points on the cabinet; on another no appreciable leakage could be detected but it was sufficient to light a neon screwdriver and give a nasty shock at switch on. Most of the sets were about a month old, so it would seem that the painted coating becomes conductive with age.

Thanks for your help!..

Well I never knew paint could get conductive with age!..
Thought there was a capacitive effect there somewhere.
I earthed painted side to the chassis ground on the picture tube. Seems to have cured the problem...

Although I had better warn the owner!.. I'll give them a copy of the recall notice you found.

Its not suprising really considering that your television is a minature partical accellerator sitting in your home and the tube is fed with 25000 volts
