Check for supply voltages to the Frame IC. If you don't have a schematic, look up the data sheet for the IC. If your supply voltages are there, you can use an oscilloscope to check whether there's any vertical input to it from the jungle IC. If you don't have a scope, and I get the impression that you don't, then you're just going to have to take a guess as to what the problem might be. If I had to guess I'd agree with both of these guys and try changing the frame IC. Also make sure you change the bootstrap cap at the same time, if one is present.
