Toshiba Regza 47HL167 Odd Problem

My toshiba regza has developed an off problem. Only about the top 8" of the screen are viewable.


I fixed my plasma tv using info from here last year, I searched, and cant draw any concrete ideas... Anyone hace any idea ?.. Think its the main pcb ? The input pcb ? Or something else ?
