Panasonic CT-27G5CB TV has Horizontal Lines across when it is turned on
or if it is hit on the top or even touched anywhere on the TV.
The bottom is jumping up as the horozontal lines
go across. It is very fast and it will clear up for a while.
It happens on the tuner and video input.
If anyone could please help.

Lines are left to right
But the Bottom of the picture jumps up a couple
of inches as the lines go left to right

Vertical gitter, replace C403 2.2mfd @ 50v. near ic101
