Dell Inspiron D510 power problem, only runs on batteries

I have a d510 that works on batteries only. The power jack is not loose and gets power to the motherboard but will not charge the battery or power on from ac power only. Is the large black component next to it a fuse or what would the problem be. I know the ac adapter is good since I tested it on another laptop.
