problem of horizontal

hello every one , i a have vetel tv chasis 11ak30ak stv2246h as analog processor and st92195c3b1 as logical processor .The problem is when put it on the led is green no horizontal i can only measure 7.8 at horiz. out put of stv2246h .bu808df is ok
all voltages are ok.any one to help me with this .Thanks in advance
