westinghouse ltv-32w6 hd Blue light only blinks

From the moment I plug it in the status LED just blinks blue.

I opened it up and the only voltage I get from the power pack is 5v from one of the wires. The fuse is not blown. I'm trying to figure what is wrong with this thing. Does anyone have the voltage pin-out? or anyother advice? Does this sound like the power supply is out? or the main board?
