hitachi 51swx20b chassis dp27 no picture or sound

trouble shooting led as folows d940 and d915 are blinking together every thing i have read about these leds nothing mentions blinking condition . that is from the service manual .
if i unplug pdd6 the led stop blinking . so with pdd6 unplug i quickly took some mesurements .
i am led to think the problem is on the 28volt line per the service manual wich refers d940 led . so i took voltage readings of ppd6 of power supply and am confused . i get 56 volt pin 1
230v pin 9 -56 pin 5 . they should be 28v 115 v -28v .
the part i dont get is are they supposed to be link together at at pin 1 and 2 for the 28v and at pin 9 and 10 for the 115v and the -28 at pin5 shows just 1 output .
so at this point i dont know if the voltages are supposed to be like this or is there a problem with the voltages .
