my mom bought me RF modulator but it is NTSC and i live in Europe here doesnt work NTSC we have PAL so my question is can i somehow replace the parts inside and make it for PAL.
it is RadioShack RF Modulator 15-2526

Afraid not. There are completely two different formats and no practical way to change by replacing parts inside.
