samsumg LE32R72B power supply Prob.

Hi All,
Anyone come accross a problem on Samsung LE32R72B LCD TV.
The front red led keeps flashing. The 24V etc on the power supply are not at their full potential and are varying at about 50%. I have checked all electrolytics and even changed the 3 X 1000uf ones. All capacitors check out OK both in value and esr. Power supply is BN96 03775A
Any help appreciated,
