white lines on toshiba cf2777j color television

Can someone help me trouble shoot for a toshiba cf2777j color television?
First: On the news channels, where there is information going across the
bottom of the screen, I am unable to view ANY of that captioning.
Now: I am getting white lines running horizontally across the top of the
screen.
Is my picture tube going out?
There is no button that I can adjust so that my vertical picture is adjusted
enough for me to see the news running along the bottom of the screen AND there is no button for me to adjust for the white lines running across
the top of the screen. This is not a channel problem because the white lines run across the top of the screen on all channels.

You need to take this television to a service shop and they will probably replace 1 to 3 caps in the vertical circuit. The most probable is the "pump-up" cap.
