Sampo KM-777 Monitor Main Board PWB-3177-4

Hi Everyone,
Looking for any ideas with a dead CRT Monitor as above, nil pwr to tri colour LED. Only life is a click from the smps transformer once a second.
I have changed the PWM IC and checked the FET on the primary, checked the HOT and all the main caps on the +70V rail.

Giving a VGA input signal nil effect either.
Something is loading the main rails down or maybe the smps trasformer is shorted or the horz o/p transistor is still defective?
Any ideas appreciated.
