toshiba e studio 35 trouble

sir,
Recently i changed the developer and drum. But after 100 cope, my new developer goes to westage. I check the box and i found developer is short there. Then i collect developer from the westage and replace it in developer box. But again same things happend to me. I cant understand y that happend.
