If you're looking for a "GSM-phone-repeater", I don't think you can make one at home. The used digital-technique is pretty complex.

If you're looking for a "DECT-phone-repeater", see above

If you're looking for a "analoge-wireless-phone-repeater", it should be possible to build build one out of two "simple" trancievers (depending on the working frequency).
