Have a couple of these with IC1, R5, and R60 blown, unable to read them. Does anyone have identifications for them please? Psu also numbered 6693006622, and HA220T2A1

From a UP220-AE in a Tatung v32gcgi LCD TV:

R5 = 101
R60 = 102
IC1, 8-pin SMD possibly marked 16562 over T9552 (very difficult to read)
