2006 Proview Monitor Troubleshooting

I have a monitor 2006 Proview monitor that has a few problems. The monitor, when turned on, shows a red tinted screen with the lights flashing at approximately 60 RPMs. I checked the soldering, and it seems solid enough; there also appears to be no blown capacitors.

I intend to replace the 400V, 100uF capacitor as I think it to be a culprit of one of these problems. Is there anywhere else that could be checked?
