Hitachi 51" Rear projection - lines in the screen

I have a 51" Hitachi HD Rear Projection, model # 51F59A. I turned it on the other day and the picture on the bottom half of the screen is distorted with flashing horizantal lines. It looks like it's not projecting numerous lines of pixels. These lines are not static and bounce up and down quickly, making a flash effect.

I talked to a repairman and sent him pictures and video of this problem. He said that it's probably a problem with the vertical circuit and it would cost $300 to fix.

Has anybody seen this before in this model or a similar one? Does this sound like a fair price to fix it?

They have an update kit #X480315, but usually if you resolder vertical ic and heat sink grounds, you should be fine. I tried to download the manual by their site is having an attitude. The IC will start with LA78XX.
