Jvc Tv - very low audio at maximum volume, picture ok

My Jvc Tv C21ZE is having audio problem. The Picture is very good ( normal) , & the audio when I use through the AV inputs the sound is normal, but normally the sound is very very low at maximum (last) volume, so what can be the problem

Bad tuner. If A/V is good, the volume thru the coax is low, suspect tuner.

The A/v is good & without the A/v ( normally with RF) the picture is very good but sound too low ( at maximum voulume ), so what else can be other than the tuner & the Tuner can it be repaired or should be changed.
