Start by replacing the vertical ic.

I replace with new vertical ic.Only display menu,control volume and etc on the screen.Still no picture appear.Just sound of human talking on the tv.

Then it's a loss of horizontal? If you have osd, look towards the high voltage.
What about a video input?
