Emerson TV/VCR problem

I have an Emerson TV/VCR less than a year old that will not come on or power up at all. There is no fuse but there is what appears to be a voltage regulator near the power supply area. Does anyone know about this problem? If the voltage regulator is the problem, does anyone know what the voltage is for it? The number on it doesn't tip me off on the voltage.
