JVC/LG VCR-DVD combo not powering up properly

I am working with a JVC DR-MV100B
combo unit. When turning the unit on it will
say "hello" in the display and not do anything else.
This unit was made by LG and from what I'm seeing
on the net the problem this unit is having has come
to be a fairly common thing. However I haven't found much
in the way of solutions. I did see some pointing to the
power supply but all the voltages listed on the supply
board are present. With all of the trouble people are
having with it I was wanting to see if anyone here
has ran into it, whether its the JVC or its LG counterpart.
