Uniden EXP970 continuously ringing

Hi
I have 3 years old never used Uniden EXP970 cordless phone.

If I connect it to the charger, I see the base station light up indicating battery is charging. I left it for charging for 24 hrs and as soon as I connect the telephone line wire to the wall outlet, the phone starts blinking and ringing continously. this continues untill I unplug the phone wire.

I read the manual and it states that the phone rings if the battery is weak

I brought a new battery and allowed it to charge for hours , but the same problem

Any known tips / techniques to get this working ?
