LG LCD shutdown at turn on

Have friends LCD that shuts down with audio noise heard, at start up. Found power supply PLug P202 pins to read 1=19v 2=19v 5=6v 7=3.4v 9=12v listed. At startup 1+2=31v then 7.5v 5=12v then 1.1v 7 stays at 3.4v 9=20v then .1v Pins 5&9 drop instantly after initializing, whereas 1+2 will fade down. Restart will always act the same. Suspect main pcb in center but have no info except previous tv repair knowledge. I see no usual suspected things like cold joints etc. full model for LG is 32LB9D-UA.AUSLLJM
