IC in Onida color TV - 2002 model

Hi I have got some problem with IC of my Onida TV 2002 Model,
he says that both the IC's are short circute and need replacement.

for small IC he says it will cost 180 rupees AND
for Big one he says it will cost 800 rupees ,
is this correct ? or he is trying to cheat me ?
please advice ?

What is thae price of IC in Onida tv.... The mechanic told me it 400/- rs. Is it correct???
