Toshiba RDXV60KB combo recorder

Got this combi recorder that starts up OK then soon becomes limited in its function and will only play DVD's or pre-stored hard drive data.

OSD menu quits from fully functioning at start, have tried factory reset with no luck, video tape starts to play then ejects and shuts down.

My thoughts are an over voltage (heating things up) or under voltage through increased load.
