help!

i have found a t.v- jvc, model no. av-b21t (b).
its serial no. is 12392296.
i was wondring- maybe you could help me out-
i cant make it work. it doesnt start. we check its fuses. theyre fine. everything there seems fine. but it wont start. do you know where i could find its electrical circuit drawing?
and do you have any clue what could prevent it from even starting?
