Hi Tec model: 17" PC monitor dead

I am engineer but new in repair
I have a Hi Tec model: 17" PC monitor
it is totally dead
the indicator led is off all the time
there is a 310 vdc at the main cap
i can hardly hear a tek tek tek tek at a rate of 2 times per a second
this tek tek may from a relay at the power supply section
when measur the outputs from power supply they are all between 150 to 180 volt dc (strange)
please help me
