help!!

It is about a wind-velocity measurement digital circuit in an exam question.

Well anyways the question is pretty simple actually:

The 7 segment display is showing 00 even though the wheels on the wind-velocity measurer are rotating.
What are the possible reasons for that??

Could be a number of possibilities. The optocoupler pulse is used as a source to counted down /process against a preset reference oscillator while trigerring the segment displays. Beside the connection& or power supply issues, I'd start by tracing the optocoupler pulse onward.....
