The VCC1V8 supply is switched ON by a Enable1V8 Logic High signal whose Voh(min) = 2.8V, Vol(max)= 0.4V from the processor. This is a portable application and the battery cannot supply more than 30mA at any time. The total current consumption of the load circuit is 25mA. can any one prefer some circuit for this problem

Is this some sort of a design project or are you trying to fix a problem already in a product?

In general design specifics, pushing the consumption load near max capacity of the source is only asking for trouble.
