If a Capacitor is faulty then is the ESR reading High Or Low.
EG 250V 220uf Cap esr 0.19
250V 220uf Cap esr 0.06

Generally the lower the ESR, the better. However, it is strictly a relative measurement used mainly with electrolytics and gets more critical with lower value capacitors. Also the heat generated in power supply application can cause higher ESR's in any filter capacitor.
Depending on circuit design/tolerances, it can seriously cripple operations. Usually there's an allowance chart used which indicates ESR in "ohms" or "microamps" based on value/voltage/type.

Your posted ESR values are extremely low for a standard 220uf and well within the allowed tolerances.
